The flow meter alarm set button lets you set an alarm for a volume of water that passes through your heater. The alarm has settings from 10 to 100 gallons. 990 is the default setting, which means that the alarm is off. The flow meter alarm does not automatically shut off water flow. It is merely a signal for the user to manually shut off the water.
